What did science make possible for colonial rule? How was science in turn marked by the knowledge and practices of those under colonial rule? Here I approach these questions via the social history of Madras Observatory. Constructed in 1791 by the East India Company, the observatory was to provide local time to mariners and served as a clearinghouse for the company’s survey and revenue administration. The astronomical work of Madras’ Brahmin assistants relied upon their knowledge of jyotiśāstra [Sanskrit astronomy/astrology], and (...) can be seen as a specialized form of the kind of South Indian scribal labor and knowledge that also staffed the company’s tax offices. If at Greenwich the division of labor meant observatory work bore resemblances to the factory and the accounts office, in Madras, astronomy and accounting drew on similar labor forms because they were part of the same enterprise. But the company did not just adapt preexisting forms of labor, it also attempted to produce its own at a school built near the observatory to train “half-caste” orphans as apprentice surveyors and assistant computers. The school, staffed by the Brahmins, drew upon knowledge and pedagogical practice associated with the tinnai, the schools in which upper-caste children learned to read, write, and calculate. For a time, the observatory’s social order was literally “half-caste.” The paper also considers how the relationship between caste, status, and instrument was reflected in the visual and material culture of the observatory, such as in Indian-language inscriptions on its central pillar. For company astronomers, the measurement of time meant reworking the relationships among the Indian past, the colonial present, and an imperial posterity. Science under colonial rule spanned multiple temporal and social registers because it was the result of negotiations between the demands of political economy and the knowledge and practices of colonized others. Societies are always gathered around a particular object or an idea that serves as its totem and its driving principle. This conscious arrangement of society, especially around an ideal, has been termed in history as utopias, which consciously moulds an individual’s behaviour inhabiting it for the desired future goal. However, in the hyper-humanistic period, called by James Scott as High-modernism, we can see a drastic truncation in the scope and range of those desired future forms, limited only to economic and (...) material wellbeing. The aim of this paper therefore is to look into an example of the utopian experiment that substantially differs from a high-modernist worldview. The paper will analyse one such futuristic spiritual experiment at Auroville and try to trace its similarities as well as its difference from the hyper-humanistic ideals of modernity. (shrink)

In this paper, I offer a systematic account of Quine’s philosophy of mind. In doing so, I respond to an interpretive problem of reconciling Quine’s admission of irreducible mentalistic predicates with his physicalism. I argue that the required reconciliation takes place in a theory of mind that accords a central explanatory role to dispositions, but which nevertheless is non-behavioristic and non-reductive. A second, and intermediate, project of this paper is to explicate Quine’s account of dispositions and their status in Quine’s (...) regimented theory. Particularly, I will argue that Quine’s non-reductive physicalism about the mind rests on a distinction between two kinds of dispositions. (shrink)

The paper develops value based management guidelines from the famous Indian treatise on management, Kautilya's Arthashastra. Guidelines are given for individual components of a total framework in detail, which include guidelines for organizational philosophy, value based leadership, internal corporate culture, accomplishment of corporate purpose and feedback from stakeholders.

There seems to exist a dilemma in the literature as to the correct relativistic formula for the Sagnac phase-shift. The paper addresses this issue in the light of a novel, kinematically equivalent linear Sagnac-type thought experiment, which provides a vantage point from which the effect of rotation in the usual Sagnac effect can be analyzed. The question is shown to be related to the so-called rotating disc problem known as the Ehrenfest paradox. The relativistic formula for the Sagnac phase-shift seems (...) to depend on the way the paradox is resolved. Kinematic resolution of the Ehrenfest paradox proposed by some authors predicts the usually quoted formula for the Sagnac delay but the resolution itself is shown to be based upon some implicit assumptions regarding the behaviour of solid bodies under acceleration. In order to have a greater insight into the problem, a second version of the thought experiment involving linear motion of a “special type” of a non-rigid frame of reference is discussed. It is shown by analogy that the usually quoted special relativistic formula for the Sagnac delay follows, provided the material of the disc matches the “special type.”. (shrink)

_This essay argues that _Ṭūr-i ma‘rifat_ or _Sinai of Enlightenment_, a monsoon verse travelogue composed in 1228 Persian couplets in the late 1680s by ‘Abd al-Qādir Khān Bīdel of Delhi, allows us to infer a novel model of mind. It argues that its novelty lay in its synthesis of two models in Neoplatonism and Tantra for how the mind relates to its objects of knowledge. It then sets forth the poem’s relations with its lyric precedents in Persian and Braj Bhasha (...) and with concepts of selfhood in Avicenna (d.1037) and Mullā __Ṣ__adr__ā__ (d.1636), arguing that the ghazal-informed attention to natural phenomena that it upheld to its readers as a cure for their ailment was irreducible to any of these precedents, commending it to our attention as_ _an original vision of mind. _ __ __. This article featuring India constitutes one of five articles in a collection of essays on local capacity-building in research ethics by graduates from the University of Toronto’s Joint Centre for Bioethics MHSc in Bioethics, International Stream program funded by the Fogarty International Center for Advanced Study in the Health Sciences. Research ethics is a growing area of work and interest in India. Ethics review remains the weakest component in the mechanism of good clinical practice, and there is a severe dearth (...) of professionals trained in ethics who can provide leadership. Although the Indian Good Clinical Practice Guidelines, the Indian Medical Council Act, and the Drugs and Cosmetics Act require that the Indian Council of Medical Research’s ethical guidelines be followed as a mandatory requirement for physicians who conduct research, there is a pervasive lack of awareness of basic requirements guiding the ethical conduct of research. There is a great need to strengthen India’s research ethics capacity and regulatory framework for research. (shrink)

As society evolved, so did its requirements. We are at a stage where dependence on technology has gone through the roof with new innovations coming up in the sector, the rise of artificial intelligence, for (...) instance. Technology has replaced the concept of being a mere tool and is creating/demanding space of its own. With advancements in various fields like robotics which churn out machines that can mimic human behaviour and are equipped with anthropomorphic features, it has become rather difficult to view them as mere commodities waiting for one’s (human master’s) command. Keeping this in view, the paper primarily focuses on the relationship between society and technology, with special emphasis on artificial intelligence, through an analysis of the films Ra One (Bollywood), Android Kunjappan (Mollywood), and Ironman 3 (Hollywood). Secondarily, an experimental study was carried out to know the perception of the Engineering students, the future technologists, who are the stakeholders of the 21st-century technological world, with an aim to know their perception of technology and bring an awareness of the limitations of technology and its role in the creation of utopian and dystopian world. Finally, the paper examines the consequence of technological determinism and autonomy from a colonial perspective and intends to bring preparedness among the students to perceive technology conscious of its limitation and bring harmony between society and technology that leads towards building a utopian world. Applications of quantum mechanics in the computational and information processing tasks is a recent research interest among the researchers. Certain operations which are impossible to achieve in the description of quantum mechanics are known as no-go theorems. One such theorem is no-splitting theorem of quantum states. The no-splitting theorem states that the information in an unknown quantum bit is an inseparable entity and cannot be split into two complementary qubits. Communication and content presents a comprehensive and foundational account of meaning based on new versions of situation theory and game theory. The literal and implied meanings of an utterance are derived from first principles assuming little more than the partial rationality of interacting agents. New analyses of a number of diverse phenomena – a wide notion of ambiguity and content encompassing phonetics, syntax, semantics, pragmatics, and beyond, vagueness, convention and conventional meaning, indeterminacy, universality, the role of truth in communication, semantic (...) change, translation, Frege’s puzzle of informative identities – are developed. Communication, speaker meaning, and reference are defined. Frege’s context and compositional principles are generalized and reconciled in a fixed-point principle, and a detailed critique of Grice, several aspects of Lewis, and some aspects of the Romantic conception of meaning are offered. The primary function of language is communication. We use the tools of situation theory and game theory to develop a definition and model of communication between rational agents using a shared situated language. ;A central thesis of this dissertation is that the key feature of situated communication that enables agents to derive content from meaning is a special type of logical inference called a strategic inference. ;The model we develop, called the Strategic Discourse Model, looks at a single strategic inference. (...) An essential element of a strategic inference is that the content depends on the sentence uttered and on the embedding circumstances. This includes the private and public information and beliefs of the agents, their goals and intentions, and crucially, the other sentences the speaker might have uttered but chose not to. A complete model of communication involves a system of simultaneous strategic inferences. ;When the strategic interaction between two agents is common knowledge between them, that is, when it is a game, the information transfer is a communication. The content communicated is given by the solution to the game. This analysis formalizes Grice's ideas on nonnatural meaning within a situation-theoretic framework. A consequence of our situated analysis is that agents do not need to have the complex and infinite set of nested intentions postulated by the Gricean approach. A simple intention to communicate is all that is required, the ambient game doing the rest of the work. ;This model has many applications. Problems like resolving ambiguity, determining reference, inferring implicatures and indirect speech acts fall within its scope. As one application, we outline a new theory of names and definite descriptions. This account builds upon Russell and Strawson, and Barwise and Perry. The basic idea is that names and descriptions can both be used in various ways circumscribed by an ontological and a communicative constraint. This offers a new solution to the puzzle of informative identity statements and clarifies the referential-attributive distinction. SeetharamHow The Journey BeganIn the early 1980s, as fresh graduates from Mysore Medical College in southern India, we were brimming with a zeal to "cure the sick" and "change the world." We had an ideal of evidence-based, rational, ethical and equitable health care and set out to serve rural (...) and under-served communities which included displaced forest-based tribes. In the initial years, with the naivety of the inexperienced, we believed that by correcting the dehydration of the doe-eyed six-year-old Mare and giving her a free course of antibiotics, we had made health care accessible to her. Much to our dismay, within a month, Mare was back in the outpatient clinic, with diarrhea all over again and looking thinner than ever. We realized that it was a losing battle to keep her healthy as long as she continued to drink water from the same contaminated stream, live in unhygienic surroundings, and eat only the paltry meals that her family could barely afford. We gradually began to connect these living examples to what our preventive medicine text books had stressed all along—there are many social determinants of health which, if left unaddressed, do not permit realization of the vision of health for all.Such instances continually pulled us out of the hospital building and into the villages and tribal hamlets. We discovered that our textbook of Preventive and Social Medicine (Park, 1986) (P&SM as we used to call it), was our most valuable possession. Our grass-root workers facilitate these visits by identifying households with such children. Occasionally, they encounter families who spirit away the infant into the adjoining woods as soon as the health worker is seen approaching, and blandly proclaim that the child is not at home. Despite reassurance and counseling about the safety and necessity of the vaccine, their apprehensions and misconceptions are insurmountable. What is the extent of the responsibility of the health worker? Is it ethical to hunt down the child and force the administration of the vaccine in view of the public health gains, besides the child's welfare?A few months ago, a pre-term neonate was admitted to our hospital, but worsened and needed referral to a higher centre in the city. The family refused to go despite repeated persuasion and detailed explanation about the technical limitations of care at our centre. From the family's perspective, the variety of social, cultural, and monetary challenges they would face in the city were themselves limitations for care. This paper extends Parikh's earlier work in semantics with games of partial information and attempts to derive and represent the full content of an utterance from first principles. It also discusses various ways in which this content may be indeterminate.

This study examined differences in the values patterns of business students from Anglo-American and Far Eastern country clusters using Allport et al.'s (1970) Study of Values. Differences were noted on five of the six attitudes; Theoretical, Economic, Political, Social, and Religious. Next, using multiple comparison method the value patterns of newly arrived Far Eastern students and Far Eastern students who had spent considerable time in the U.S. were compared for changes in value patterns that may be attributable to their stay (...) and study in the United States. Differences were found in terms of five of the six evaluative attitudes between the two groups. Value pattern of Far Eastern students who had lived and studied in the U.S. for a considerable period of time was also compared with that of Anglo-American students to examine the degree of convergence in their value systems. Findings of this study suggest that as a result of frequent and sustained cross-cultural contacts in another cultural environment, the value profile of individuals tend to get modified, so as to include the values preferred and desired in the new social environment. Irregularity may occur on the earth’s surface in the form of mountains due to the imperfection of the earth’s crust. To explore the influence of horizontally polarized shear waves on mountains, we considered the fluid-saturated porous medium over an orthotropic semi-infinite medium with rigid and soft mountain surfaces for wave propagation. The mountain surface is defined mathematically as a periodic function of the time domain. The physical interpretation of materials’ structure has been explained in rectangular Cartesian coordinate system originated at (...) the contact interface of layer and half-space. The displacement of the mountains has been derived by solving energy equations analytically.
